Answer an open booking question

Answer the open question on a booking. Echo its round — a stale round is refused with 409 rather than guessed at.

Seat question: {round, seats: [...]} to choose, or {round, skip: true}. Price change or paid extra: {round, confirm: true} to accept, {round, skip: true} to decline. Declining an extra still completes the booking without it.
