Create session from bootstrap ticket

Consumes a one-time bootstrap ticket and establishes the central IdP session.

This is the browser SSO handoff on the auth domain, not the canonical website-to-API credential.

When redirect_uri is provided, responds with 302 redirect to that URI after session creation.
