Use a new UUID for each command. Retry the same UUID and input only while the outcome is unknown. Every receipt is terminal, including rejection. An explicit new attempt after rejection needs a new UUID. Reuse with different input returns 409. Read /v1/clans/operations/{operationId} for the durable outcome.
