Accept suggested vendors

Create vendor contacts from suggested-vendor keys (1-500 per call). Keys are normalized and verified against the current suggestion projection — forged keys are rejected as not_a_current_candidate and duplicates are skipped as already_exists. Requires the manage:contacts role. MCP vendor tools remain deferred to Phase 6/Gate 6.
