Firm Staff

Update staff role, company access and family access

Replaces the complete company assignment set. Staff Member requires at least one active managed company. Staff Admin ignores assignments and receives every company without firm books. Firm Admin receives firm books plus all companies. Optional familyIds replaces a Staff Member's active family assignments (archived families keep theirs); it requires an accepted invitation. Changing a role away from Staff Member clears family assignments, since other roles see every family.
