Set Autotopup

Set or clear the org's auto top-up rule.

The min/max range is a RATE, enforced here rather than in control/credits (that module never reads config_pricing) — the same check create_topup_checkout applies to a manual top-up, so a rule can never buy an amount a person could not buy by hand.
