List libraries in a map area

Access: no authentication.

Pass bbox as west,south,east,north in degrees. A missing or malformed bbox returns an empty branches list. Covered branches include their service; kind uncovered means location only. Small viewports show individual uncovered points; larger views use unnamed grid cells with a count of libraries.
