Update a template (name, width, height, backgrounds) and/or layers.

Per-page background colors to merge into the template, keyed by page index as a string. Updating page 0 also updates background_color.

Replace all tags on this template. Send an empty list to clear all tags. Omit to leave tags unchanged.
