List discovered agents (trace sources no agent claims)

Trace sources that sent spans to one of this project's monitors but whose OpenTelemetry service.name matched no agent's slug or name. Their traces were stored and are listed under the monitor; nothing was dropped. Adopt one with POST /api/v1/agents/discovered/{id}/adopt to count later traces from it under an agent. Sources already adopted are not listed.
