Get queued deployment

Get a deployment requested while the environment's resources were still provisioning. A pending queued deployment is still waiting and a cancelled one was replaced by a newer request. For a promoted one, the deployment relationship is the deployment it started; for a failed or expired one, it is the failed deployment recorded in its place.
