List Oauth Registrations

List the registrations a caller may name in an authorization request.

Registration configuration is operator-only, so a client had no way to learn the ids that POST /connections/{connection_id}/oauth/start accepts, or the scope ceiling it must stay inside. Only availability and non-secret fields are returned, and a registration that this deployment would refuse is omitted rather than advertised: a picker must not offer consent that cannot start.
