Move a bot to the trash, or delete it permanently

Moves the bot to the trash. It stops serving conversations and a web bot's page comes down, but nothing is destroyed: PATCH with state: active brings it back whole.

?permanent=true destroys it, versions and all. Only works on a bot already in the trash, and cannot be undone.
