Per-exchange funding history

Settled funding-rate history for one symbol, as a per-exchange time series. Each row carries the settled rate_pct (percent, per interval), interval_hours, annualized_pct (= rate_pct × 8760 / interval_hours), and the settlement time.

Raw settled history is retained ~90 days; older rows are archived to cold storage (Phase 230 archive) and are not served here — days is capped at that 90-day retention window.
