Verify card payment credentials

Verifies that the merchant has valid (card payment) credentials configured in the PSP system. Returns 200 OK with hasCredentials boolean indicating if credentials exist and are configured. Requires MERCHANT_PAYMENT_METHODS_VIEW permission.
