Delete the account of this key (accounts made with POST /v1/agents/init)

Delete, for good, the account this key belongs to: every key, project, memory and fact, and its subscription at Polar if it has one. Only for an account made with POST /v1/agents/init that nobody signs in to; 409 account_has_login for one with a login, which closes from the dashboard. 400 confirmation_required without ?confirm=true. The reply counts the rows removed per table. Needs memories:write.
