Soft-delete a product line that has never been used to analyze a file.

The single-resource spelling of DELETE /bulk, which it delegates to rather than repeating: two implementations of one rule drifted apart the moment the UI stopped calling this one, and the refusal a caller reads should not depend on which URL they used.
