Get Service Internal Pocs

Distinct internal POCs across the company's services.

Powers the Services "Internal POC" filter. Derived from the services rather than the company roster so the options match what the column can show: teammates who are nobody's POC are left out, and users who have since been deactivated stay filterable while their name is still rendered.

Spans both active and archived services on purpose. Narrowing to the status the list happens to be showing would drop options out from under a POC the user had already checked, and ColumnFilterMenu only renders the options it is given — the stale id would keep filtering the query while becoming impossible to uncheck. Same reason the other active filters don't narrow it.
