Returns the marketing teams the current user may file work under.

Reads the same resolution the write paths do, so the picker offers exactly the teams they will accept. The two diverge for a masquerading operator, who is a member of none of the tenant's teams: scoping this by membership leaves the picker empty while the upload silently chooses a team for them.
