Get Risk Notes

Get notes for a specific risk.

Marketing notes carry the reviewer's appended dismiss free-text, so they are reviewer-only: a marketing non-writer gets a blanked (None) doc, matching redact_reviewer_free_text_for_reader and the canWrite gate on MarketingRiskCard (which hides RiskNotes for non-writers). Base/ non-marketing Notes render to every viewer, so they are always returned.
