Observability dashboard (embedded static UI)

Serves the single-page dashboard. The browser authenticates its /v1 calls with the login session cookie (see /auth/session) or a tenant API key the operator enters (stored in localStorage, sent as X-API-Key). Bare /dashboard 301-redirects here.
