Sync templates from Meta

Pull the latest template inventory from Meta and upsert into the Kirim DB for this WhatsApp account. Idempotent — call any time, returns a { created, updated, synced } summary. Useful for platform integrations (multi-tenant Customers) so they don't need to wait for an operator to click "Sync" in the dashboard.
