set to true if you want to apply the access rule to all the kins in the site. set to false if you want to specify the list of vids this rule will be applied to

Array of VIDS. set to [] if AllKins is set to true

SelectedUserIdsForNewRulestring

Array of user EUIDs. only send it when creating a new rule otherwise send an empty array []
