Display labels for plan features and their values

Returns the display label of every plan feature and of every value code, in the requested language.

Surfaces rendering the pricing comparison table read identifiers from /v1/billing/plans and their wording here, so the same words are served to every surface.

The language comes from the locale query parameter when present, otherwise from the request cascade (user preference, organization default, Accept-Language), otherwise en-US.

The dictionary is complete: it covers features no plan carries an entitlement for, which the table still renders as "custom" or "not available".
