Upload Config

Stage a kernel .config for later consumption by create_product / update_product (REST or MCP).

This is the out-of-band path the LLM-driven MCP flow uses: the caller POSTs the file here over HTTP (no token budget), keeps the returned config_upload_id, then passes it into create_product / update_product as config_upload_id instead of inlining the config text. Uploads are per-user, single-use, and expire after 30 minutes.
