Set Default Policy Set

Mark or clear this set as the organization's default for new campaigns.

At most one owned set may be default. is_default: true replaces any previous default; false leaves the organization without one. A missing policy_set_id on campaign create then uses this set (or stays unbound if none is set). Explicit null on create still opts out. Foreign public sets cannot be made default.
