Report client-submitted funding permits

Preview: available on staging (https://staging-execution.kairos.trade); production returns 503 until release.

Only for committed plans with submission.funding: "client". After you POST a signed funding permit to its externalSubmission.endpoint, report it here so Kairos checks the funding right away. A report is only a hint: it never marks funding as confirmed — Kairos confirms from the provider and the destination chain. requestHash and providerRequestId must equal the values on the plan's request.
