Opt a business in/out of dispatcher provider-writes and set its provider (agents:write). This is the only write path for dispatcher_provider_write_config — the table has no client-writable RLS policy. A row here is only half the gate: the global DISPATCHER_PROVIDER_WRITES_ENABLED env flag must also be on for any external write to happen.
