Update Workspace Connector Settings

PATCH connector vend settings (#1376): channel_ids / LLM binding / locale.

Repairs connectors born un-vendable (the create endpoint was previously the only writer of these columns). True PATCH semantics — absent fields are untouched, explicit null clears — with the runtime PATCH's expected_config_version optimistic lock (409 on staleness).
