Create Oauth2 Client

Register a new OAuth2 client.

Issue #1752: the owner is emailed a security notice after the commit (a new client secret was minted on the account).

Args: data: Client registration data

Returns: Created client with client_secret (only shown once)

Example: POST /api/v1/oauth/clients { "client_name": "My ChatGPT App", "redirect_uris": ["https://chatgpt.com/connector_platform_oauth_redirect"] }

Security: - client_secret is returned ONLY ONCE on creation - client_secret is SHA256 hashed in database - User must save the secret immediately
