Update External Key

Update an external API key value in the current workspace.

Issue #381: owner-only (router-level dependency). Issue #385: workspace-scoped lookup by (key_name, workspace_id). Any owner of the workspace can update any key registered in it, including keys originally registered by a previous owner.
