Password Login

Authenticate with a login ID or a verified email, and a password.

login_id carries either an admin login ID or (#1678) the verified email of an account that has a password — see resolve_password_login_user. Every failure is the same generic 401; an unknown identifier costs the same bcrypt work as a wrong password. Failures count per resolved account, or per normalized identifier when nothing resolves.
