List Plan Tiers

List all plan tier configurations.

Issue #664: Admin tiers tab consumes this endpoint instead of i18n hardcoded values, so values stay in sync with environment overrides (PLAN_FREE_MEMORY_LIMIT etc.). No DB access — PLAN_TIERS is a process-global registry populated at import time.

Returns: List of plan tier info in canonical upgrade order (PLAN_ORDER).
