Create a new Customer.

Changed on

Creates a registered Customer (registered defaults to true when a password is sent) and sends the account activation email. A phone starting with + is split into phone_prefix and the local number. Address country and region codes are validated. Customers created through the API count towards the daily bulk creation limit.
