List Privileged Access Groups in Full
List all privileged access groups (non-paged). Privileged Access counterpart of List: the same groups, exposed under the privileged-access namespace and PAM feature flag, so PAM clients do not depend on a Password Vault route owned by another team.

Which product's enrolled groups to return. UNSPECIFIED keeps the original PAM-only behaviour, so existing callers are unaffected; Password Manager can reuse this route by sending GROUP_PRODUCT_PWM, with no change here.
