College Recruiter conversion webhook (HMAC-signed)

Partner-specific conversion callback for College Recruiter, who authenticates by HMAC signature rather than our Bearer callback key. Send X-Webhook-Signature: sha256=<hex> and X-Webhook-Timestamp: <epoch>, where the HMAC-SHA256 is over "{timestamp}.{raw body}" with the shared secret. POST (JSON body) only. Our click id must be echoed under data.publisherParams.click_id; data.conversionId is the idempotency key. conversion.paid + data.paid=true books data.priceInUsd as revenue.
