User - Purge Stale Data

Runs the same retention DELETEs the users:purge-stale-data spark command runs. Synchronous — the endpoint waits for the DELETEs to complete and returns row counts. Body: {"dry_run": bool, "target": "all|saved-jobs|search-history"}. Retention policy: saved_job 3y unapplied / 7y applied, search_history 90d.
