Paginated. Filters: q (substring against name), active. Sponsor = the parent org that owns Providers — every Provider row carries job_partner_id FK to this table. UI-facing term is "Sponsor"; the underlying table is sponsor.job_partner for historical reasons (predates the sponsor schema).
