Segment - Update

Mutable: name, criteria (JSONB), bid_low, bid_high, prefer_high_bid, active, and (CPA campaigns) conversion_rate_assumed, effective_cpc_override, observation_tuning_enabled. Editing any rate field re-derives the read-only conversion_rate_working. bid_low must be >= 0 and bid_high >= bid_low (enforced by both this endpoint and the DB CHECK).
