Send Connect Email

The follow-up email, on demand: to one member, or to every member who has not shared anything with the team yet, the owner included and the sender never. Same content as the 2-hour follow-up. dry_run=true lists exactly who would be emailed and sends nothing. Owner, admin or manager.
