List Platform Capabilities

What each platform takes and its limits, from the capability registry (domain/value_objects/platform_capabilities.py): media types (video, image), per-type limits, required and optional config fields, the caption field and its limit, and whether a successful publish on the platform counts as the piece going out. The dashboard renders and validates per platform from this; the MCP exposes it as platform_capabilities_get. Declared before "" so nothing shadows it.
