Recover Stuck Spine

Retry onchain_publish_events stuck in status="staged" for 10+ minutes.

These events were staged (Firestore doc written) but the on-chain JubJubPublishLedger.recordLaunch() tx was never submitted — typically because the Cloud Run container was terminated mid-task.

Designed to be called by Cloud Scheduler every 10 minutes (same cadence as recover-stuck-minting).
