Send To Tiktok Drafts
Send the video to a TikTok drafts inbox (video.upload), in the background.
Everything that can be refused is refused here, before anything starts: who may hand over, which account, the account's drafts access, a token that refreshes, a video file. Then an upload row is written queued and platform-upload-job sends it (tiktok_draft_upload.run_upload): the file is read from GCS one chunk at a time and PUT to TikTok, and no link to it is handed to anyone. Answers 202 sending with an upload_id to follow at GET /v2/handover/tiktok-uploads/{upload_id}. 409 tiktok_reconnect_for_drafts when the token lacks video.upload; TikTok publishing is unaffected by that.
