Cron Meta Expiry Backfill
One-off (2026-10-13): give every Facebook and Meta Ads credential stored without an expiry the one Meta's debug_token reports, so the refresher and the 7 and 3 day notices can work. Dry run by default; pass dry_run=false to write. Returns how many were updated and how many could not be, and why. Cloud Scheduler OIDC only, like every cron route.
