Tell JobsPipe what was wrong or missing

Send a report about the data or the tools: a posting that is closed or stale, a wrong field, a search that missed what exists, a dataset gap, a confusing tool. A person reads every submission. Costs no credits and does not count against the search rate limit. Up to 10 a minute and 100 a day per account.

Where a person sent the report from, when it was not an agent. Stored as the agent when none is given.
