BETA: queue a background whole-country export pack.

Requires a plan with bulk_export (same gate as GET /v1/export). Creates a background job that pages the full corpus for one country (optionally narrowed to one category/family), writes a gzip CSV file server-side, and meters the rows exactly like GET /v1/jobs. One in-flight pack per account. Poll GET /v1/export-packs/{id} for status; a completed pack carries a signed, expiring download_url valid for 7 days. BETA: row caps per plan are provisional and the file is deleted 7 days after completion.
