Add Key

Validate, fingerprint, and register a public key.

Raises: PortalError: 400 invalid_key_format if the text is not a well-formed public key; 409 duplicate_key if it is already registered; 409 ssh_keys_busy if the authorized_keys lock could not be acquired in time (a concurrent add/delete holding it past :data:~palmimo_portal.adapters.ssh_keys.SSH_KEYS_LOCK_TIMEOUT_SECONDS).
