Bypass the latest-release cache and fetch it now, then report the same payload as GET /platform.

Mirrors POST /api/v1/update/check: same auth/gating (the router's dependencies), same rate limit (:data:~palmimo_portal.core.update.CHECK_RATE_LIMIT_SECONDS), and a fetch failure is reported the same way GET /platform reports one -- as latest_error in the body, not an HTTP error.

Raises: PortalError: 409 ledger_legacy until the apps are reset; 429 platform_check_rate_limited (with retry_after_seconds) if the last successful check was under a minute ago.
