List chat sessions in the caller's org

List chat sessions in the principal's org, newest first.

Org scope is enforced by joining chat_sessions → agents on the caller's organization_id. The optional agent_id filter narrows to a single agent's sessions. Cursor-paginated via limit/cursor (the cursor is decoded lazily by build_cursor_from_rows, same pattern as the tasks/keys routers).
