Page organisation webhook deliveries

Requires audit.integrations. Includes history for retired endpoints. Ordered by immutable delivery ID descending (generated UUIDv7 IDs reflect dispatch order); retrying cannot move a cursor boundary. Creation timestamps and full attempt histories were not retained and are not inferred from next_attempt_at. Lists omit payloads; use the direct detail read for the retained body and latest response.

status'pending' | 'queued' | 'retrying' | 'delivering' | 'delivered' | 'failed'

Pending selects queued with no attempts; retrying includes queued after an attempt; queued selects all queued records.
