List cell measurements

List cell measurements, scoped to a cell specification or a project.

Exactly one of cell_specification_id (all instances of that spec, page size 1000) or project_id (paginated, parent instance fields joined, page size 25) is required. project_id also accepts instance_name, cell_instance_id, spec_id, and spec_name / spec_anode / spec_cathode, which are resolved to the matching specifications' ids.

channel_id and protocol_id are exact match; text takes ilike.%value% and dates gte.value / lte.value. tags_all / tags_any match case-insensitively against the project's tag spellings.
